For the record, I would almost always opt for Brawling Headbutt over Scan on just about any warrior build, including this one. Scan is included as an acceptable second-best option. (So, yes, the question is not SoH vs Scan (everyone has SoH on a hero somewhere), but Brawling Headbutt vs Scan.)

This. Orders at 16 Blood adds 30% more damage than Orders at 12. Plus the secondary becomes useful.
Same holds true for Splinter. At 16 Channeling the max potential damage per cast is 795, versus only 492 for 12 Channeling, versus 420 for 10 Channeling (as Terrek Zelta suggests). While you can get the full potential damage from Splinter only very rarely, the amount of damage you do get will be in proportion to the max potential.
